This pair of new, unopened GE industrial/milspec JAN-5654W/6AK5 tubes, tested on a Paul Hart-calibrated TV7/U, both measured 31 (minimum 65% is 22). Currently enjoying them in my Mini 2013, they sound fantastic. Despite the peculiar, intrusive, petty, and draconian German package.
